Overview

Alyssa A. Moir is an environmental and natural resources attorney who helps agricultural, timber, energy, technology, and public-sector clients acquire, evaluate, and manage water rights and complex environmental permits. With more than 15 years of experience, she advises on regulatory strategies that support ongoing operations, business expansion, and infrastructure development throughout the Pacific Northwest.

Alyssa handles water rights transactions, water banking, adjudications, water and wastewater agreements, environmental review, and air and hazardous-substance matters. Her work includes permitting and compliance under Washington water law, the Washington State Environmental Policy Act, the Clean Air Act, the Comprehensive Environmental Response, Compensation, and Liability Act, and Washington’s Model Toxics Control Act. She also counsels clients on permitting for renewable and conventional energy generation, transmission, battery storage, data centers, and other industrial and infrastructure projects.

When permitting or enforcement decisions are challenged, Alyssa represents clients in agency negotiations and administrative appeals, appearing regularly before the Washington Pollution Control Hearings Board. Her experience also includes multistate water law matters and carbon management.

Alyssa began her legal career as a judicial clerk to the Honorable Marlin J. Appelwick of the Washington State Court of Appeals, Division One. She earned her J.D. from the University of Washington School of Law, where she served as executive comments editor of the Pacific Rim Law & Policy Journal and participated in the Steve and Kathy Berman Environmental Law Clinic.
